Sleeping cell is when the cell availability of the cell is 100% but no RRC is done on this cell

Sleeping cell: All OK, no alarms, but no traffic carried.

Hard lock: dropping all calls. Soft lock: decreasing pilot, so users can do handovers to other cells.

Cold start: reboot box (like power failure or SW upgrade).
