The Step:::Sample Computation
35 UL DL EDGE HO RX_LEV
25 Load HO Bandwidth
60 Within range

Plus 5 after 8 sec
From 60 after 8 seconds it will step up additional 5dbm

65 Within range

This computation is for the serving site. Per 8 seconds it will add 5dBm on the signal level of the serving site(congested) this will force the MS to camp on the other side sample -70dBm serving -75dBm neighbor.. it will need 16 seconds to make -80dBm serving -75dBm neighbor so the MS will have a Handover on the neighbor based on its signal strength...Modify this parameter after you have activated the Half Rate Feature and still congested. It will ease your congestion problem however make sure the neighbor is not congested if yes I recommend you to upgrade for additional TRX. If not then go for it..... Another thing, make sure you disable the Load Handover of the neighbor or it will only revert back to the congested site after handover is done and it may cause call drop and poor HO to the congested site..

For BTS3900 there's no difference
