in my experience for 3G, could be :

1. Fast Dormancy state, Smartphone always connected, once if Cell FACH not activated so transition state will be Idle-DCH (Dedicated), so signalling load on SGSN much more then before. Please activated cell FACH Strategy

2. UE behaviour, some Smartphone not registered well and not uptodate software installed. Please make some uptodate software software release.

Sorry its 3rd Carrier on UMTS.

Normally Smart Phones are using Fast Dormancy feature. The timer of Fast Dormancy vary between 1.5 - 10 seconds.

UE with Fast Dormancy will send Signaling Release Connection Indicator (SCRI) message that will force the connection to be released by the RNC (abnormal release).

As far as i know many vendors are preparing some solutions to tackle this problem by preventing the UE to drop the connection. The connection will be moved to a low dormant state like CELL_PCH or URA_PCH.
