How is Nemo Outdoor or TEMS works?

I am looking for a way to interface with a mobile phone via a PC (laptop)
and to read the RF conditions.
I need to understand the mechanism of how a tool-making
such measures (Nemo Outdoor, TEMS Investigation, ...) works?
If you have a doc detailing the mechanism of this kind of tool thank you to
share it.
Otherwise I heard about the "AT commands", you can confirm that
this is the right path?

I misspoke, I seek rather a doc describing the basic principle of this kind of tool, how they can read the RF conditions from a mobile and able transettre ecahnge of the message between the mobile and the Node B (L3 messages), I tried using the AT commands they give me my results not accurate (I mean the level of fields).
To put it in the best situaution, I am working on an application that displays the level of received fields live on my laptop but I need some ideas to advance ...
to summarize I am currently developing a tool similar, kind of Nemo Outdoor & TEMS ... so I need to understand the basic mechanism of such tools
any help PLZ

i started by developping with Java under Android device...
Any docs about that? (Nemo or TEMS) how the can collect RF informations from the mobile? (server?)....
