good mapinfo plug(w-planning)

i just share the MI plug for u,thanks the autor Xiaoquan.
tools function as same as the gsm application,i upload the manu（chinese）.
the attachment includ GSM_Site.csv\nebdata.csv\wcdma_site.csv\w-planning.mbx.
i think this plug is very useful for u,im using this tool for my work now.

When ever i import cell information it is showing a message as redrawing is suspended.. then i have to open layer control and refresh then al sites information is appear....

The way Neighbor information need to put ..it is hard rather than opposite ways
