Investigation is for drive test, discovery i guess is for post processing and cell planner universal is for cell planning as the name suggests.

Your question is a bit ambiguous but it can be used for whole network planning.

Yes you can but the attributes for MSC and BSC will be minimal. They will just show as the parent object of sites.
