Dear it seems you have interference or not enough capacity for data service if you are using static PDCH add one static PDCH or increase dynamic PDCH.

you can try analyzing the reports. From what you have written it seems there is congestion in the network. try lowering the threshold for HR. This may reduce the TCH blocking problem. But if throughput is also low then you may need some other measures like expansion.

Have u checked if the TRX is ok...like success percentage rate of TCH..availability counts?
for low through put, have you swapped TRX to isolate the problem?
