First RNC sends it after RRC connection establishment procedure and then after each active set list update complete.

Both actually. The measurement control can be triggered by an event or can also be sent periodically. It depends on vendor implementation.

Only in case you do a tracing procedure and during Inter/GSM measurements (even here it is possible to be event-trigger). The reason is to not overload signaling connection.

- After RAB completion.
- After Active set update.

It 's not periodical.
And in 3G there's 3 typres of mesurement control:
- Intra freq
- Inter freq
- Inter Rat

Are you sure about RAB completion?To be more exact it is after RRC Connection establishment!
