Delay during 3G cell reselection causes call setup failure for a UE in motion?

After call ended, the RSCP and Ecio is not good, but there is delay in the reselection to the better cell. Reselection to a poorer cell happens very fast, and Call attempted during automatic script using Nemo during drive test failed due to poor RF environment - Poor RSCP and EcIo. How do we solve this issue?
Any one got idea?

i have following observation after seeing the attached snap.

+ there is a clear lack of any dominent CPICH.Iam not sure if its due to buldings ,else its really clear there is some issue with the serving bts.Hope its feeder cables are good / also reverse link too ,also the TX power of this bts.

+ secondly cell selection in idle mode purely depends on the S critera which depends on set Qrxlevmin & Qqualmin . If parameter is too small, the UE may camp on a cell with very low quality and may not be able to receive reliable service. If the parameter is too large, the UE will prematurely declare the cell unsuitable and may unnecessarily select another PLMN.

perhaps it is normal in huawei, poor EcNo showed in drive test result after call ended..

When a UE does LU to which CS/PS core it will send LU First and how it is determined in GSM & 3G ? And who controls it ?

What will be the impact if there is different reject code from CS & PS ?
