GSM/UMTS UE Scanner

I need your assistance...
Which UE's are capable of supporting continuous scanning (by itself, not connected to a scanner)? - make and model
Which ones may be locked to a frequency (ARFCN/UARFCN) and scrambling code for UMTS?
What software/firmware do we need and can we get them here?
All comments/advise welcome.

Stand-alone scanning receivers are still far better/reliable than any available UE in the market... for now.

Nokia 6720c with Nemo Handy. I use v 3.20 and it can be locked to the system, uarfcn or sc.
