solution to offload speech traffic in 3G cells

hi guys,

how we can offload speech traffic on 3G cells ?with consideration to service based hand over activated in network level actually due to multi rab users i think in some cells we have high speech traffic based on service based ho speech users should move to 2g cells but i think due to multi rab users in some area it does not make HO.

Have U try to make agressive setting Load Based Handover?
Or already DirectedRetry to 2G?
