do you have cell_fach enabled ?
check value of timer also

I guess everybody is fighting on this one.
mainly RF behavior in moving smartphones are afecting this drop.
in cell_fach you can only perform cell_reselection so the optimization gets difficult compared to voice.

Can you do a cold restart on the node b?

In e******* moshell to node b then type

acc 0 manualrestart

select option 2 and then any other option..
