For our network,

C/I more than 9dB for Outdoor and more than 12 dB for Indoor ...

GMSK needs few dB, then add 6 dB to compensate for fading.
Anyhow, this is for TCH layer: BCCH layer and EDGE layers needs more.
BCCH must provide decent coverage in neighbour cells in order for handovers
to work properly, EDGE needs better C/I in order to use higher throughput coding.

So, while 9/12 dB is minimum planning value, in real life we try to have as good as
possible C/I for all terminals. Even those 90% who are indoors and for whom
classic radio coverage predictions are not OK.
