Assume you have 1:1 freq. reuse with fractional load 10 (say, you hop over 20 ch,
while your cells have on average 3 TRXes, one BCCH and two hooping).
Take one sample: each cell uses random 2 frequencies out of 20.
It works.
So, if you just put randomly 2 freq to every cell, it will work.
If you put randomly 6 out of 20, it will be better.
Thus, you have pure random plan.

If you use YOUR knowledge of interference to select 6 out of 20 with a goal to
minimize interference, it must be better.
If you tune number of frequencies based on accuracity of your data, it might be even better.
So, 5 freq where situation is stable, 10 freq where situation changes often.

Dear

The plan is to have 100 RF load which means each TRX have it is own frequency and hopping type is SFH , which i means using the same basic as BBH but hop will be SFH.

note this strategy used and Quality and KPI improved.
