RTWP=0 is not normal
RTWP measurements will depend on the load of your network. it starts from -105dBm up to -95dBm which are accepted values for loads going from 25% up to 75%. if you get higher than that there is a problem in ur system.
in your case you should check your equipment as a first step for troubleshooting :)

Hope below helps...

+ Received total wideband power (RTWP)=total UTRA uplink frequency noise on cell antenna
+ There is no doubt that a high RTWP has a large impact on the user-perceived quality of service and correlation to UTRAN KPIs like RRC blocking rates and call drop rates
+ Pls check if there is no pilot pollution / external interference,feedar cables/antenna.

+ When uplink interference exist, the RTWP (Received Total Wideband Power ) NodeB received will be higher, then the output of UE will be increased, and interfere adjacent cells.When there is no subscriber, no amplifier, no interference, RTWP should be about -105 to -110 dBm. with site loaded with calls,A value till -80dbm during normal time also is acceptable.

RTWP as mentioned is Recieved total wideband power. unloaded cell will have -105 or below while loaded cell can go upto -95. RTWP 0 in Huawei is abnormal tht is alarm. Check the status of site. For troubleshootig check if you have VSWR or TMA issues. You can also have high RTWP because of external interference. Or it simple can be traffic. Check you sites OM rate as well. Its interesting that your traffic is reducing :) what the period of observation ??
