HSR Incoming & Outgoing in Huawei BSC6000

I'm a little bit confused, I found the values of HSR incoming and outgoing per BSC exactly the same, is it normal ? or do I have problems with my formulas ?

In the Cell Level you will find different valuse for HO out and In, but for the BSC may be because if all the cells in One BSC then each outgoing HO is an Incomming Ho for an other cell, if it fail this main (one Outgoing HO fail from Cell 1, and one Incomming HO fail from Cell 2).
