Prob with aexio GEConverter

Dear Expert,

I tried to export my cells under Google Earth by using "aexio GEConverter"
but unfortunately i had an inconsistent result with what I expected (illogical) (see attached photo)
For your investigation I attached the input (.Cel) and the result
(.Kmz)
Any help Plz ?

quick question without looking at the photo, do you have English settings on your windows, eg, decimal point is . not ,
