Dear Expert


I have a question regarding handover success rate (Outgoing/Incoming) KPI formula:
Is it more correct to use HO request or HO command ?

Same question about HO better cell and HO level formula.

what tech you are talking about?

if GSM, I suggest: HO success = Uplink RR Handover Complete

I misunderstand your second question. better is to make it clear.

HO request = HO attemp ----> correct
HO to better cell= same Rxlev between serving and target -----> correct

To make my question more clear:

Number of HO requests is always higher than the number of Ho commands
cause from many HO requests can result only one HO command
So my problem is when editing a formula, which one should I use ?

example: HSR = Successful Handover/Handover Request
or Successful Handover/Handover Command

The same for HO Better cell

HO Better cell= Handover Commands (Better Cell)/Total HO command
or Handover Request (Better Cell)]/Total HO Request

Right, i want to edit a good formula, I'm just getting confused abt which type of handover counter I should use ( Request or Command) :confused:

What did you mentioned is not 100% correct.

There is a difference between HO attempt and HO request. I gave an extensive answer there.

Few more things:
HO Decision = HO Required - it is a state in RRM once BSC decide to perform HO.
HO Request is an event that occurs once Inter-BSC HO required and the request sent toward target BSC via MSC.

HO Attempt is an event when BSC sends a HO Command to MS.

Moreover - All HO decisions are classified according to HO Causes
Depends on Vendor this classification can be slightly different, but there are following HO causes exit for sure:

1. HO Better Cell / Power Budget - Normal HO to strongest cell typically based on better RxLevel or Better Path Loss
2. Traffic Based HO - HO initiated by Traffic load on serving cell for load reduction purposes
3. DL/UL Interference - typically Intracell HO when RxLevel is high enough, but RxQuality is Bad
4. DL/UL RxQuality - HO due to Bad RxQuality emergency conditions
5. DL/UL RxLevel - HO due to Low RxLevel emergency conditions
6. HCS/Umbrella - HO due to hierarchical cell structure micro/micro 900/1800

There are few more HO Causes, but typically they are vendor specific algorithms like Slow/Fast moving mobiles and etc.

Again just to make it clear:

RF HO Performance measured by HO Success (or HO Failure Rate) i.e. HO_Success_Rate=100*HO_Success/HO_Attempts
HO_Failure_Rate=100*(HO_Attempts-HO_Success)/HO_Attempts

HO Congestion measured by:
HO_Congestion=100*(HO_Decisions-HO_Attempts)/HO_Decisions
