Dragging Call on 3G

Dear Guys,

Could you please help me troubleshooting the dragging call which I encountered in the newly integrated NodeB. The UE failed to make the best server in the active set and remains in the monitored neighbor but the RSCP and EC/no is very good compared to where I am camping. After few meters the call dropped. Could you help me which parameters I should look at.

it seem may be the the parameter is not set correctly did you check ( threshold event 1a and hystersis with time to trigger)

Looks like missing neighbor or your newest cell is barred

Can you describe in more detail?
Have you checked whether the mobile sent "Measurement Report"?
How about the Iub setup?
