Is there any way to guarantee 1Mbps per user for all 3G cells in our network?
How we can now the real average throughout per user for HS traffic using the available counters?

Is transmission resources are enough ?

I mean you have in ur network and system that huge no of Transmission resouse at least 7 E1s then u can go for BSS parameter depending on the vendor and u can tune the parameter ..

1 Mbps Per user mean for every spcific cell, how we can caculate the needed IuB bandwidth, 2nd carrier need, other features that can increase the throuhbout like sahred carrier, No of codes, CQI, Pilot optimization and some other optimzation features
