First of all go for replan using google earth and KML files check if some populated areas can be given coverage by adjusting azimuths of sites.
2nd check overshooting cells in network use TA plots and go for mechanical tilt adjustments and antenna height reduction in some cases.
Also in some cases in urban areas carry out drive test and make sure that antenna heights are not very high e.g like 45,35 etc try to go for reduction of antenna heights it will improve indoor coverage.

I think the main important to see coverage plot is from real measurement Drivetest.
This result will show us where is the spot that need to optimize the level or the quality.
Many of operator guys don't like to see just coverage prediction (especially still 2D not 3D) based on data antenna height, tilting, orientation, type etc.
