We are having problems in 3G-3G smooth handovers, as throughput dips to zero and then regains after a while.

Hi,
Do you mean HSDPA? Probably you do not have Serving HS-DSCH Cell change and SHO feature activated. Then during cell change you go to FACH state and after to DCH , then some timer running witch delay to switch on to HSDPA channel. Check this.

HI
IN 3g/umts ps call is handovered (more specially Cell change happens). As it is cell change so speed must go to zero and restart. its system standard.

Is HSDPA mobility enabled?if yes check activity timers-both UL/DL DCH,MS activity supervision

YOu're right. It's normal.
When you install RAN1276 HSDPA Inter Frequency Handover Feature, then HS HS handover happened.
