In the GBL we have the Parameter NS_ACCESS_RATE
NS_COMMITTED INFORMATION RATE
NS_BURST_SIZE
NS_BURST_EXCESS

BSC/PCU: ********
SGSN: HUAWEI

what are these parameters denotes
what should be the ideal values
Does these values should match at either end(SGSN & PCU)
