NetAct Plan Editor Issue with IADA Creation

I have NetAct Plan Editor 4.6-4. I cant see ADA icons for IHSPA cell creation or plan editing. I have the IHSPA database as well, but it doesnt workd.

Can anyone give a clue on how to resolve this?
