Access Class Restriction issue

Does anyone know how to use access class barring in a UTRAN. Details are mentioned below.

Vendor: NSN
Scenario:
- UE1 (AC0-AC9 allowed, AC11,15 not allowed)
- UE2 (AC0-AC9 not allowed, AC11,15 allowed)

Network 1:
- AC0-AC9 allowed. AC11,15 not allowed
Network 2:
- AC0-AC9 not allowed, AC11,15 allowed

Objective:

UE1 should always remain at Network 1.
UE2 should always remain at Network 2.

Problem:
UE2 is working fine.
UE1 is not working fine and does not camp to network 1.

I am changing WCEL parameter ACBarredList for changes.

Case 1 should be ok, because AC0-AC9 are allowed by default. Maybe the Wcell in N1 is reserved for AC11,AC15 or check again Access Class in USIM

if you want UE2 camp only in N2, USIM should be reserved for AC11,AC15
if you want UE1 only attach to N1, WCEL in N2 should be reserved for operator use (only allow AC11,AC15)

2 years ago I configured it successfullly (with huawei UTRAN)
