What exactly do you need? RfQ, RfI, RfP are documents issued by an operator (or any other company) looking forward to get some info on goods/services, or quotations itself.
If the company is looking forward to publish another RfP, it probably had some published previously.
If that's not what you're looking for, then I'd like to issue you one RfC (request for clarification).

RfQs are confident by nature, cause they usually have a lot of info about operator's network. And those companies are customers, so you don't want to piss them off, unlike those that don't provide income.
