BER bit error rate how many bits are corrupted
FER frame error rate it means how much frame are corrupted
BLER is block error rate it means how many block are corrupted
1 block = 4 TDMA frames in GPRS so now i think that you can see the difference

    Default FER=BLER

it means that FER is the same as BLER but we talk about FER in voice and BLER in data.

not exactly we will express the error in term of blocks not frames so please keep these definitions as a separate meaning

For Voice Call the FER can be considered a measurement of the voice quality, since the highest the FER the more distorded the sound is.
BLER can be considered a measurement of the radio link quality. It should be less than 2% for voice and less than 10% for PS data calls.
