2G --> 3G Cell reselection problem with some kind of handset

Dear,

Please help me to understand root cause of my problem.
My network has 2G --> 3G Cell reselection problem with some kind of handset, especially with Nokia handset, other ones almost is OK. The problem happened and was be solved in two cases:
1. Parameter change: fddReportingPriority: from Normal to High.
2. Network synchronization fixed: DAC word changed to 2048.

2G BSS and 3G RAN: NSN.

Some kind of handsets like Nokia Lumia, Iphone 5, .. cant cell reselection from 2G --> 3G (3G--> 2G cell reselection is OK). Other handset can do cell reselection fine.
