planing Rel 99 to HSDPA (ask)

dear friends here.., I want to ask some questions about planinng of HSDPA, I have read a presentation slides from Nokia (2006), first step is by monitoring and analyzing existing Rel 99 network performance, include both Network elements (BTS,Iub,RNC,SGSN) and Capacity used for R99 traffic (BTS power,BTS WSP CE capacity (optional),Iub capacity,RNC capacity) , my question is , is there some threshold value must be considered about those NE&capacity?, so we can decide to upgrade Rel 99 to HSDPA, when it was merit already.

I'm sorry if there's some mistake , cause I'm juast a nuwbiee.., and please give me some cluess..
