What would happen if I lower maxtranmissionpower

Hi all,

Has anyone experience with lowering the maxtranmissionpower and what are the results?

I am thinking these might happen if the site is already having high power util %:
* Increase Power_util thus can cause power congestion
* Lower through-put due to less power available for HS and Non-HS
