thanks bro it seems based on 3GPP but i found some problem
Nowadays ..many vendor such as huawei when we tried to run the call procedure the network doesnt sent the alerting messages .... so we had problem to calculate the call setup time base on alerting until connect because there is missing the alerting messages

    e.g

10 call attempt = 5 call procedure with alerting messages + 5 call procedure without alerting messages ....both of them normal procedure

if we had standard to calculate CST based alerting until connect so we just only 5 call flow can calculate and the 5 call flow without alerting messages didnt calculate because theres no alerting mesages..

my opinion is it is true the latest 3GPP following the market trend had by pass
    without alerting messages ?

2 scenario i found on the network
    1.cm request - alerting - connect
    2.cm request - (by passed) - connect

so we cant calculate accurate anymore based on the alerting so we calculate based on the third party answer ( until the phone is picking up )

yap bro correct... we must check with RNC and doing the probing test and maybe we can compare with another measurement tools right

because some operator several using different vendors for their network...maybe some vendor release that messages and the others vendor doesnt release the messages.
