Channel Element Blocking

Hi all,

I have aproblem in CDMA optimization.
I found a BTS that suddenly suffering blocking because of no channel element resources. And it's already occurred for several days now. While forward power and WC utility was still low.
The problem is, I never change any parameter on this BTS before. At least AFAIC.

So, can anyone tell me how could such things happened, and how to solve it?

PS: I'm working on Nortel equipment and already set XCEM to full config, but the blocking still occur.
