What is the difference being part of the authentication and being thing used for authentication? In my ear it sound like it doesn't make any sense, but it might be just me
It just means that you're neither TETRA nor IT specialist.
ISSI is not part of authentication process. ISSI is a thing used for authorization. Anyway, why not? Different networks and different ISSI - what's the problem?
i suggest you read some ETSI documentation about TETRA security, it's clear that your knowledge is half way through...
