it seems need original TEMS 10 dongle to unpack. TEMS 8/9 original dongle not working now.

Exactly this version is already shared in the forum.....David Brayan....made it possible and Lccengr made it easier.......why dont you search the solutions...
The installer also shared by lccengr.....

As well it is almost impossible to make a good medicine even for Data Collection only, unlike TI9.x the Data Collection is totally won't run without an original dongle inserted...
