IMS Registration Failure 401

hi Experts,

LTE --> 3G reselection in idle mode is (-118)
LTE --> 3G IRAT handover dedicated mode starts at -115 till -118

lets say we have -116 (Ue switches from Idle to dedicated mode) for VOLTE call, SRVCC will trigger immediately and it will lead to IMS registration failure.
What are the possible scenarios to avoid these failures.

why srvcc will trigger if the UE is not IMS registered??
