Nortel Handover Failure

Hi all,

We are facing handover issue in some sectors or entire site. Though neighbors have been defined, bsic & bcch changed, Hardware, VSWR,Power Checked. No Handover request found in Drive test. Issue resolves if & only if RF Band pass filter is introduced. Is there any other way to solve the issue without filter.Vendor is nortel.
