Force traffic sharing from LTE to Neighbour (LTE) and 3G

Hi, is there anyone can help to inform me, what is the parameter need to change to force traffic sharing from LTE to Neighbour (LTE) and 3G (colocated site) due to high PRB.

Need parameter changing without activity tilt or reazimuth antenna? This is network Nokia ( LTE and 3G )

Maybe someone already have experiance for this?

we can change layering strategy between LTE and 3G
change IMLB [idle mode load balancing] and [MBLB] multiband load balancing parameter, and put max load for load balancing, the parameter is depend on vendor.
