I used it more than 15 years ago so I have no idea how well does it work now.

Sometimes i see very interesting and good chinese documents but i cant understand what is writing there Hopefully someone advise a good tool which is translating properly.

I think you can try "SDL Trados"
May be acceptable with engineering documents.

I've used this one to translate several documents from Japanese to english.

On Excel spread sheets the tab names will have to be manually translated.

I tried before but it didn't give m full word document translation
some parts were still not translated

did you face this issue?
