In the CELL_FACH state, if a cell update procedure is initiated during a service establishment procedure, the cause value of the cell update reported by the UE is cell reselection and the CELL UPDATE message sent by the UE contains the information element (IE) Reconfiguration Status Indicator. In addition, the CELL UPDATE CONFIRM message sent by the RNC contains "Physical channel information elements." According to 3GPP technical specifications, the UE encounters incompatible simultaneous reconfiguration if the RNC sends "Physical channel information elements" to the UE before receiving an RB SETUP COMPLETE message from the UE. As a result, the RNC fails to complete the cell update procedure and service establishment fails. This parameter specifies whether the RNC contains "Physical channel information elements" in a CELL UPDATE CONFIRM message when a UE sends a CELL UPDATE message with the Reconfiguration Status Indicator IE in the preceding scenario.
