What are the methods should I follow to check if the carriers for same sector have unbalanced traffic?

you can use the Number of users ,CS traffic & PS traffic criterion to check whether its balanced evenly (only if its load balanced Service balancing can have different traffic type allocated to the carrier).

For LTE you can check the RB usage, for UMTS the CE usage

What is it meant to be "evenly" balanced? like for example if I have these traffic for a four-carrier sector 11,12,12,14 erlang for each carrier... are they evenly balanced?
