there are 2 ways: increasing the number of hspa resources per cell or decreasing the cell finger print. The latter one may lead to disregard other cells, so an ACP tool is used for this.

Hi,

You can limit the HSPDSCH 15 to 10 or 12, reduce the CPICH power to 33 dbm or 31 dbm, use Direct tunnelling to bia-pass the user plane data traffic to SGSN with GGSN.
