    Generally, how we define a cluster ? for all technologies, 2G, 3G & 4G and at least 2G and 4G ?

    That depends on a lot of stuff. Best practice is to have a completed cluster of sites. In other words, you should not have clusters where you are awaiting sites to be built. The next thing is that it depends on site density whether you want a very big geographical cluster with few sites or a very small dense urban cluster with plenty of sites. Rule of thumb for myself is between around 15-20 sites per cluster. More than that becomes unmanageable in terms of drive test size, duration and post processing time. I hope that helps.

    Often the clusters are defined such as they have hot spots of traffic relation, it is they interact more often to serve a certain geographic area. Other ways of define the clusters depends on the Design parameters.

    Depends on what your cluster definition is meant to.
    Are you talking about optimization clusters? Swap clusters? Planning clusters?

    Depending on the objective for defining the clusters you may consider different variables.

    If you have a network activity, e.g. Rehoming of BTS or NodeB, clustering will depend on number of teams available, geographical location of sites and sometimes transmission readiness/availability. You may need support from your field operations to suggest since they are more familiar than people who are staying in the office.

    Meaning of clustering still depends on what is your activity/agenda in creating one.
