Request For Support to Improve TCH Assignment Success Rate, HOSR and RXQ-DL::Nokia

Request to kindly support me with advanced parameter tuning recommendations for the below::

1.HOSR(Common BCCH)::-
Currently there is swap going on from ZTE to Nokia.MSS is Huawei.1800 & 900 are used with CBCCH in 900 in nokia swapped sites
After swap we are observing that there is an increase in HO failure from Nokia to ZTE while incoming seems good.These are the top contributors.
Steps taken till now:1.ADCE margins were increased for external cells in terms of LEV,QUAL,PBGT with very little improvement
2.Configuration checks were done at both end and found ok.
3.Cipehring algorithm was checked.From Nokia side A5/3 is enabled.Huwaei MSS has only A5/0 & A5/1 Active.
4.Mostly HO due to DL quality are taking place

2.DL RX Quality(Common BCCH)::-
1.DL Quality of cell is very poor
2.BMA changed to 4 from 2
3.Antenna Hopping disabled

3.TCH Assignment Success Rate(Common BCCH)::-
1.CNT changed from 0 to 20
2.TRP changed from 1 to 2 and BFG from 1 to 2
