How to improve Huawei power Congestion? Is there optimization steps that I should follow ?

at first, you should determine whether you have DL or UL power congestion. Then check the physical situation of the problematic cells based on the limiting direction (UL/DL).
- Make sure the rf plan (antenna height, antenna type, direction, tilting) is correct. Fix the overshooting and overcoverage problems.
- Make sure the feeders are not crossed, no HW failure, no VSWR, no external interference, no pilot pollution
- Check if the max output power supported by equipment is set for the cell (for DL congestion)

determine the root couse of power blocking: high load? or UE distribution (most UE's at cell edge)
for high load:
- decrease PCPICH power
- consider adding a new capacity layer or sectorisation
- adjust cell selection-reselection-active set thresholds in order to shrink the coverage of the congested cell. This may lead KPI degradation in the surrounding cells.
- adjust cell selection-reselection-active set thresholds in order to expand the coverage of the surrounding cells.
- decrease SHO overhead
- activate load balancing features if exists...
