Difference between BLOCK CELL and DEACTIVATE CELL

In Huawei LTE system for the Cell MO, there are two options for taking the cell down: Block and Deactivate

What is the difference between these two states?

BLOCK CELL: No call drops (drop only if forced HO fails)
DEA CELL: call drops occur.

excellent question. only one thing, with block cell set to high block, means immediate deactivation of cell (immediate calls dropped). Middle block is timed (calls dropped after timer expiry), and low block is no user then block (no calls dropped, wait for cell idle state, then block). DEA is more like high block. BLK has 3 different admin choices but DEA doesn't. Also you cannot activate a cell if it's blocked.

At the end, all is just for blocking Extra spending for such a company as Huawei, if one command (BLK CELL -highblock) does the same.

From wireless team, I heard that with BLK has more like temporary manner, so the cells are still included in the alarm lists, configuration tables, counters etc. However with DEA, the cell is supposed to not work and all the interactions to a Deactivated cell are suspended, like the cell is removed. But I couldnt find any spec or document confirming this.
