HSDPA Load Balance study

Could you help me please:
I would like to do Load Balance study for all network to detect
sectors that have HSDPA users not balances between F1-F2-F3

My question: how to do it using Excel?
or even if you are using special tools to do, which one

Before doing it please answer below questions to be able to give you proper answer:

How is carriers on each site . Do you have continues coverage for each carrier or it is not?
How is frequencies for each carrier . Are they in same band or different band?
How is CPICH Power setting for each carrier are thy same or different ?
What about MCPA power setting ? Do you have same RU capability and license in same carrier or it is different ?

it's hybrid network, different carrier setting (4 is maximum)
CPICH is same for all carriers
band is 850 & 1900

however my first step is know how to do global study to detect sectors with unbalance HSDPA users
in all the network

Hi,

The provided information by you is not sufficient to guide you in detail. But as an approach you need to consider UL RSSI(RTWP), Average number of HSDPA/EUL users and Payload per carrier into consideration and put them in a spreadsheet accordingly based on number of users OR HS Payload try to shift traffic to under utilize carrier .
