    How to check if F-DPCH is activated in Huawei netowrk or not ?

    You can check this feature:
    3.2 SRB over HSDPA

    F-DPCH
    After SRB over HSDPA takes effect, the A-DPCH is replaced by an F-DPCH. If a UE uses SRB over HSDPA, the transmit power control (TPC) command is transmitted to the UE on an F-DPCH.
