i try, but at statistic did not show any value like below

I've tried and its working. Check traffic maps and zones where you are making simulation. Check the demanded services and all parameters in Network settings

How to set cell parameter for layering priority for montecarlo simulation
i hace 2 layer, FDD Band 7 [2600] CHBW 20MHz and another is FDD Band 3 [1800] with 15 MHz ChBW, when simulation finish, user connected to L1800 is 3 times from user connected at L2600, i try to change Min RSRP, but still same.
BTW PMax setting is 30Watt for every 10 MHz ChBW.
maybe someone can suggest me how to setting up cell para at atoll to make layering priority

Which one is SCell and PCell? I guess if L18 is PCell users with low throughput demand should be connected more than CA users, also check the weights for user distributions in traffic map configurations.
