    Hi, Bohemian.

RoT stands for Rise Over Thermal, which literally means, the noise rise above the thermal noise. In practical terms, how much noise from traffic (natural) and interference are collected by the eNodeB`s receiver.

80 means that 8dB (check Alex, if I`m not mistaken 0.1dB is the unit for the parameter) of noise will be allowed by the Admission Control, after that it will no longer provide new Uplink grants to UEs.

So it is a trade off of capacity and coverage.
