Smart phones on tdd

Hi experts,
WE have smart phones on fdd layer while modems on tdd only.
Now tdd is badly loaded, and we are thinking to open modem on fdd layer for limited cases.
May be 10% only

How it can be done in E******* as modems are not registered tac wise.
Kindly share your ideas.
